Article II. Wards
Sec. 34-31. Boundaries.
ARTICLE I. Sec. 34-1. General election.
A general election for city officers shall be held every two years as provided in 10 ILCS 5/2A-1.1 et seq. At each general election one alderman shall be elected in each ward. At alternate general elections a mayor, a city clerk and a city treasurer shall be elected in and for the city.

Sec. 34-2. Special elections.
If it should be necessary to call a special election for any purpose, the council shall order such special election. Such special elections shall be conducted in the same manner and upon the same notice as provided for general elections in the city.

Sec. 34-3. Manner of holding.
All the elections in the city, both general and special, shall be held in a manner pursuant to and in conformity with the laws regulating cities and villages and the general elections laws of the state.

Sec. 34-5. Who's entitled to vote.
Every person who:
(a) Has resided in this state and in the election district 30 days next preceding any election therein; or
(b) Has resided in and is registered to vote from the election district 30 days next preceding any election therein and has moved to another election district in this state within said 30 days and has made and subscribed to the affidavit provided in 10 ILCS 5/17-10(b); or
(c) Has resided in and is registered to vote from the election district 30 days next preceding any election therein and has not moved to another residence but whose address has changed as a result of implementation of a 9-1-1 emergency telephone system and has made and subscribed to the affidavit provided in 10 ILCS 5/17-10(a)
and who is a citizen of the United States, of the age of 18 or more years is entitled to vote at such election for all offices and on all propositions.
Any military establishment within the boundaries of Marshall is "in this state" even though the government of the United States may have exclusive jurisdiction over such establishment.

Sec. 34-6. Nomination of candidates.
Nominations of candidates for any office of the city to be filled by the voters of the city shall be made as provided in 10 ILCS 5/7-12.

Sec. 34-7. Time of opening and closing polls.
The polls shall be opened at the hour of 6:00 a.m. and continued open until 7:00 p.m. of the same day, at which time the polls shall be closed; but if the judges shall not attend at the hour of 6:00 a.m., or if it shall be necessary for the electors present to appoint judges to conduct the election, as prescribed by law, the polls may, in that case, be opened at any hour before the time for closing such polls shall arrive, as the case may require. Upon opening the polls, one of the judges of election shall make proclamation that the polls are open, and at least 30 minutes before closing the polls proclamation shall be made in like manner that "the polls will be closed in half an hour."

Sec. 34-8. Voting to be by ballot; returns made.
All voting at the city elections shall be held by ballot. After the closing of the polls, the ballots shall be counted as provided in the Illinois Election Code (10 ILCS 5/1-1 et seq.). The local canvass board (mayor, city clerk and city attorney) shall then examine and canvass the returns within 21 days after the election at a special meeting called for that purpose and declare the result of the election, and cause a statement thereof to be entered upon its journals.

Sec. 34-9. Result; tie vote.
The person having the highest number of votes for any office shall be declared elected. In case of a tie in the election of any city officers, it shall be determined by lot pursuant to 10 ILCS 5/22-12, which candidate shall hold the office.
