City of Marshall, Illinois

MINUTES OF THE MONDAY, JUNE 28, 2010, CITY COUNCIL MEETING

The regular meeting of the City Council was called to order at 7:30 P.M. with Mayor Kenneth Smith presiding.  Upon roll call, all council members were present.

The minutes of the previous meeting were read.  Raisner made a motion, seconded by McKittrick, to approve the minutes as read.  Upon roll call, all council members voted for.  Motion carried.

McKittrick made a motion, seconded by McGinnis, to adopt ORDINANCE NO. 2010-O-08, An Ordinance Foregoing or Waiving the Automatic Rate Increase (Gas).  Upon roll call, all council members voted for.  Motion carried.

McGinnis made a motion, seconded by Clatfelter, authorizing the City Attorney to proceed with preparation of documents related to a short term loan request to the City by the owners of the Marshall Square Plaza for the completion of their remodeling project.

White made a motion, seconded by McGinnis, to enter in to executive or closed session, to discuss collective negotiating matter between the City and its employees and to discuss the appointment, employment, compensation, discipline, performance, or dismissal of a specific employee of the City of Marshall.  Upon roll call, all council members voted for.  Motion carried.  The council entered closed session at 8:03 P.M.

Anderson made a motion, seconded by Strait, to return to regular or open session.  Upon roll call, all council members voted for.  Motion carried.  The council returned to open session at 8:45 P.M.  No action was taken as a result of the closed session.

Being no further business, McGinnis made a motion, seconded by White, to adjourn.  Upon roll call, all council members voted for.  Motion carried.Meeting adjourned at 8:47 P.M.
